About the project

Abyat Hills is a gated residential compound under construction in Zone E3 of the Qudsaya suburb, Rif Dimashq, about 10 to 12 km west of Umayyad Square in Damascus. It is delivered through a public-private partnership: Syria's General Housing Establishment (Ministry of Public Works and Housing) provides state land, and the Saudi company Abyat Investment and Real Estate Development finances and builds the project. The foundation stone was laid on 6 June 2026 after roughly two months of infrastructure works, and the developer puts its own investment at about 200 million US dollars. The site is cited at roughly 380,000 m², with buildings limited to 30 percent of the land and more than 70 percent reserved for gardens, water features and public facilities. The contract terms list about 2,000 fully finished units in three phases: apartments of two to five bedrooms in phases one and two, plus duplex apartments and duplex villas in phase three. Planned facilities include two mosques, a four-star hotel, a shopping mall, schools, sports facilities and two smart gates, one on the Northern Ring Road. Public subscription opened on 5 August 2026 through authorized centers and licensed brokers, with fees paid into a joint account at QNB; the ministry reported all units reserved within two days. The subscription terms set the first-phase price at 950 to 1,150 US dollars per square meter and staged deliveries in 2029, 2030 and 2031. Residents of Qudsaya and Dummar have protested the use of expropriated land for the project.

A Saudi real estate investment, development and contracting company headquartered in Riyadh (Al-Sahafa district, Dijla Street, Zood Company Tower) with a Damascus office in the Baramkeh Free Zone, Umayyad Tower. Its general manager is engineer Mohammad al-Salloum. The company entered the Syrian market in 2026 through a public-private partnership with the General Housing Establishment, launching Abyat Hills in Qudsaya and a 6-million-m² 'Modern Urban Community' in Al-Bajaa. It self-reports more than 120 million m² of developed land in Saudi Arabia, including serviced-plot schemes in Riyadh and Buraidah, residential towers, and infrastructure work in NEOM, AlUla and Diriyah; this track record is company-reported and not independently verified. The subscription contract identifies it by commercial register no. 2109643.

Partnership: Partnered with Syria's General Housing Establishment (Ministry of Public Works and Housing) under a model where the state provides land and the private developer finances and builds. Subscription contracts carry the Establishment's endorsement; subscriber funds are held in a joint account (QNB) released against certified completion.

Eligibility: One unit per family, proven by a certified family statement listing all members' national numbers; duplicate subscriptions are cancelled and barred. Subscription in person (or by certified power of attorney) at authorized centers/licensed brokers only; no online subscription. The resale clause describes the housing as 'for Syrian families' and for residence, not investment. No explicit nationality bar for subscribers is published.

Conflicting information: Land tenure is contested. Eviction notices issued in late June 2026 in the Al-Bajaa area (where the developer's separate 'Modern Urban Community' is planned) relied on a 1975 expropriation order and were placed under review after public criticism. On 28 August 2026 a sit-in at the People's Council in Damascus rejected expropriation laws. On 26 September 2026 residents of Dummar, Qudsaya, Al-Bajaa and Al-Mu'adamiyah protested the Abyat Hills and Sham View projects, entered the Abyat Hills site and offices, halted excavation equipment, and demanded that the Ministry of Public Works and Housing cancel the expropriations and stop transferring expropriated land to private investors, citing Decree 66 of 2012 and Law 10 of 2018 (Enab Baladi, Kassioun, Syria TV, 26 Sep 2026). No official response from the ministry or the company was found by 26 September 2026.
