About the project

Sham View is a mixed-use urban development planned on about 178 hectares (1.78 million m²) in Dahiyat Qudsaya, between the suburb and the Dummar project, north-west of Damascus in Rif Dimashq. It is a public-private partnership under the patronage of the Ministry of Public Works and Housing: the General Housing Establishment provides the land, and the Saudi developer Thara Real Estate Development and Investment Company (Thara) finances and builds; the masterplan is by SP Architects (Istanbul). The project was launched on 25 August 2026 at the Ebla Hotel–Conference Palace in Damascus. Officials describe more than 10,000 units in total, of which about 7,500 are residential apartments and over 2,000 are commercial and hotel units, for a population above 22,000, with more than seven schools, health facilities, mosques, and cultural and community centres; Al-Watan reported a more detailed design figure of 9,274 units in 447 buildings. Implementation is planned over five years, with first apartment deliveries from 2029; the delivery quarter for each building is set in the allocation contract. The first offering covers 2,000 residential units in five categories, from one to five bedrooms plus a living room, with approximate areas from 65 to 250 m². Interest registration opened on shamview.com in September 2026, and the subscription phase (signing the form and depositing the subscription amount) began on 27 September 2026 for Syrian citizens and those treated as such. The price per m² ranges from USD 1,180 to 1,460, fixed at allocation according to location, floor, orientation, view, area and specifications. Subscription amounts range from USD 3,000 to 7,000 by category, and the remaining payments follow construction milestones (25/25/20/10/10/10). The developer's website also markets full-floor penthouses, which are not part of the first offering. The General Housing Establishment states that construction is financed entirely by the investor, not by subscriber money. On 26 and 27 September 2026, residents of Qudsaya, Dummar and nearby areas halted machinery on site in protest at land expropriation; no official response had been published by 27 September 2026.

    A subscription amount set by apartment category (USD 3,000 for 1 bedroom, 4,000 for 2, 5,000 for 3, 6,000 for 4, 7,000 for 5 bedrooms) is paid within 72 hours of signing the subscription form into the project's joint bank account, and is later deducted from the allocation payment. The remaining payments are tied to construction milestones certified by the project consultant, not to fixed dates. Cancellation before signing the allocation contract is allowed; the amount is refunded within 30 working days less a USD 200 fee (no fee if the company is at fault). Resale is allowed only after at least 60% of the price is paid, through the company, with a 5% sales commission. Registration fees, stamps, taxes and service/maintenance fees are not included in the price.

Thara Alawla Real Estate Company (branded THARA; Syrian press: 'Thara Saudi Real Estate Development and Investment', Al-Watan: 'Thara Al-Oula Real Estate') is a Saudi developer headquartered in Riyadh and founded in Makkah in 2000, chaired by Mohannad Al Khowailed. Its website describes integrated residential, commercial, hospitality and mixed-use development across Saudi Arabia and reports cumulative figures of over 30 million m² of developed area, more than 10,000 residential and 5,000 commercial units and 15+ projects (10 completed, 3 under execution, 2 under development). Completed residential projects listed include Al Burjain (476 units), Al Muta'adid (311), Al Rawdah 1 (476), Al Taqwa (251) and Batha (278); North View in Riyadh (four towers, 2024) is under execution. Sham View in Damascus is presented as its first project outside Saudi Arabia. SANA reported that the company holds Saudi 'real estate developer' and 'investor' certifications, granted after checks of financial standing and execution capacity. Corporate figures are self-reported and were not independently verified.

Partnership: Partnered with Syria's General Housing Establishment (Ministry of Public Works and Housing) under a public-private partnership: the state provides the land, the investor develops the project and infrastructure. Same structure as the neighbouring Abyat Hills project.

Eligibility: Citizens of the Syrian Arab Republic and those treated as such; subscription on behalf of another person is possible with a valid power of attorney. Documents: copy of personal ID, passport, or recent individual civil-registry extract with photo; signature and fingerprint on the subscription form and terms; bank receipt for the subscription amount stamped by the bank or approved company. Applications that fail these conditions or are not paid within 72 hours are refused and fully refunded within 30 working days.

Conflicting information: On 26 September 2026, dozens of residents from Qudsaya, Dummar, al-Bijaa, Muadamiyat al-Sham and other Rif Dimashq areas gathered in Dahiyat Qudsaya square and marched to the Sham View and Abyat Hills project offices, stopping excavation machinery and entering the offices peacefully. They object to the Ministry of Public Works and Housing handing expropriated land to private investors and demand fair treatment or compensation for owners, disclosure of land-ownership records before construction, a halt to building on expropriated plots, reversal of earlier expropriation decisions, and access for owners of non-expropriated plots, citing Article 16 of the Constitutional Declaration. The protests continued for a second day on 27 September at the Thara site, with residents of Qudsaya, al-Hameh, Jamraya and al-Bijaa blocking staff access. Days earlier, Dummar residents had separately demanded disclosure of ownership records for the project area. No official response had been published as of 27 September 2026 (Enab Baladi, Hawar News, Kassioun, Ultra Syria, 7al.net).
